The African Diaspora is the strongest tool in the Pan-African box. The entire notion of Pan-Africanism was created in the Diaspora. The concept of Blackness,

Black consciousness, was defined and fostered in the Diaspora. The African Diaspora is not the 6th region but the 1st region of Pan-Africanism as it was in the Diaspora Pan-Africanism first became relevant.

The African leadership have grossly failed to utilized the power of the direct Diaspora (African nations who emigrated to the West and Middle East), let alone its first Diaspora (involuntary Diapora) - Those taken via the African Holocaust's Dark Voyage. Generally speak much of Africa does not know how to feels threaten by the educated Diaspora, preferring the company of European foreigners to their own people.

The First African Diaspora (involuntary Diapora) were made aliens in the land they now reside in, oppressed in places they were forced to call home. It is only just, considering the circumstances of that forced brutal removal, that the African continent grant those who desire it a Diaspora African passport. This is the minimum that should be done for the African Diaspora. The right of return for a people made slaves in foreign lands. The right to seek their full history and complete the journey extinguished through the door of no return.

The Diaspora is Africa in modernity and model and examples of ideological, spiritual, and material success. The Diaspora is the globalized African culture and challenged the image of the African. The Diaspora has wealth in all areas, experience and a unique passion for the Motherland, as it was in the Diaspora that a notion of Africaness was fostered. The cultural and technological contributions created the 21st century as well as the bulk of the intellectual and cultural capital of the modern African world. Malcolm X, Dubois, Garvey, Bob Marley, MLK, Farrakhan, Kwame Ture, All the Jazz Giants, Blues, Gospel, Calypso, Reggae, Science, Hip Hop, Break dance, Freestyle, Traffic lights, First African in space, innovation in culture, dress and language. As the continent emerged into the 21st century it was the Diaspora holding the flag of development and giving hope, potential and direction to the continent, just as the continent was a source of hope and direction for those taken in bondage. The Diaspora has returned the most beautiful gifts to its Motherland and should be embraced and encouraged to return in trade, physically or even just in spirit.

Of course, a diaspora has the potential to contribute more than funding. There is also human capital, which can begin with knowledge transfer from the diaspora back to the home country through collaboration, mentoring and training. But many of the issues around diaspora funding also apply here, including additional concerns such as voting rights, or citizenship rules that force diaspora members to make tough and often irrevocable choices. "People will not return unless the [home] government improves working conditions," Plaza said. On the other hand, giving too much to entice the return of high-skilled emigrants could cause resentment from those who never left their country.

To get around this, some countries will offer high-prestige job titles in the government – in some cases even enlisting management consultants and "headhunters" to find candidates – appealing instead to diaspora members' "good will and emotional ties" to the homeland., Ratha said. "They tell them, ‘We really need you here.'"

China, for instance, has set up well-funded research centers to draw high-skilled individuals back home.,. While individual African nations cannot match China's ability to concentrate national resources, they can establish larger research institutions through regional cooperation, something Plaza says is already starting to happen.
